N.Y. Public Buildings Law Section 43
State parks

The requirement of approval of the office of general services or the commissioner of transportation shall not apply to works of art, buildings, bridges, arches, gates, fences or other structures under the control of the department of environmental conservation, the several park authorities and the office of parks and recreation.
