N.Y. General Municipal Law Section 119-T
Creation of public authorities to provide mass transportation

The commissioner of transportation shall prepare or cause to be prepared for submission to the next regular session of the legislature such measures as may be appropriate to facilitate the creation of public authorities or other public benefit corporations to provide transportation services to any city, town, village or county not wholly contained within a city or two or more of the same acting jointly.
