N.Y. Environmental Conservation Law Section 11-1009
Prohibitions


(1)

Raptors for use in falconry shall not be bought, sold or bartered, or offered for sale or barter, except that this section shall not apply to the captive bred progeny of lawfully acquired raptors.

(2)

No person shall possess or maintain in captivity any raptor or raptors, except as otherwise provided by law, unless he shall first obtain a falconry license.
