N.Y. Election Law Section 5-206
Watchers


1.

Each political party or independent body duly nominating or entitled to nominate candidates for offices to be filled at the election may, by a writing signed by the duly authorized chairman or secretary of the county, city, town or village committee of such political party or independent body, and delivered to and filed with one of the inspectors of election, appoint not more than two watchers to attend any meeting or meetings of the inspectors for an election district held for the registration of voters thereof.

Each watcher must be a qualified voter of the city or county in which he is to serve. Such watchers may be present at such place of registration from at least fifteen minutes before the commencement of such meeting until after the completion of the duties of the board of inspectors for that day of registration. Any watcher may examine any challenge list furnished by the board of elections.
