For the purposes of this article, the council shall have all the powers and duties delegated to its members pursuant to § 4602 (Continuing care retirement community council); provided, however, that any references in such section to provisions of article 46 (Continuing Care Retirement Communities) shall be deemed to be references to the corresponding provisions of this article. * NB There are 2 § 4653’s
