N.Y. Public Authorities Law Section 703-B
Tolls, rules and regulations


The authority shall have power to make rules and regulations for the preservation and use of the bridge and for the payment and collection of tolls, fees, fares and special charges. Until such time as the state of New York is fully reimbursed by the authority for the total amount of money advanced by the state to the authority, no rule, regulation, schedule or rate of tolls, fees, fares, special charges or rentals shall become effective or controlling unless approved by the director of the budget of the state of New York.
