N.Y. Public Authorities Law Section 1090
Expenses of hearing

The expenses of any hearing, determination or other action which the provisions of this title require of the water power and control commission shall be paid by the applicant. Bills for such expenses shall be certified by said commission to the applicant and paid by the applicant directly to the claimant within thirty days of the date of such certification.
