N.Y. Insurance Law Section 2409
Effect on other powers and laws


(a)

The powers vested in the superintendent by this article shall be additional to any other powers to enforce any penalties, fines or forfeitures authorized by law with respect to the methods, acts and practices defined in § 2402 (Definitions)section two thousand four hundred two of this article as defined violations or determined violations.

(b)

No order of the superintendent under this article or order of a court to enforce the same shall in any way relieve any person affected by the order from any liability under any other law.
