N.Y. Executive Law Section 151
Definitions

As used in this article, the term “municipalities” shall include public corporations as defined in subdivision one of General Construction Law § 66 (Definitions)section sixty-six of the general construction law and special districts as defined in subdivision sixteen of Real Property Tax Law § 102 (Definitions)section one hundred two of the real property tax law.
