N.Y. Environmental Conservation Law Section 21-1303
Member and alternate

As provided in section 2.2 of the compact, the Governor or his designee shall be this state’s member on the commission established thereby. An officer of the Department of Environmental Conservation shall be appointed as the designee if one is appointed. The Governor shall appoint an alternate pursuant to section 2.3 of the compact. If the Governor does not appoint a designee to act for him, he shall appoint an officer of the Department of Environmental Conservation as alternate.

Any person serving on the Susquehanna river basin commission pursuant to this section shall be reimbursed for all necessary expenses incurred as an incident of such service and such reimbursement shall be from the funds of said person’s department or office.
