Conflicts with other laws

Nothing in this article or in any regulation adopted pursuant to this article shall limit, impair, or supersede the provisions of subdivision one of Executive Law § 383 (Construction with other laws)section three hundred eighty-three of the executive law or the provisions of subdivision three of § 11-103 (Applications)section 11-103 of this chapter.
