N.Y. Correction Law Section 857
Complaint and abuse review


Any person may submit to the commission of correction any complaint he or she may have concerning programmatic abuses. The commission of correction shall evaluate such complaints and, where indicated, conduct any needed investigation. If the commission concludes that a complaint is valid, the commission shall make recommendations to the department for corrective action. Where the commission believes sufficient evidence exists to support a criminal charge, the commission shall report such evidence to the appropriate law enforcement agencies.
