N.Y. Transportation Law Section 73-F
Local coordination of rural public transportation services


Transportation services funded under this article must be coordinated with transportation services funded by other federal, state and local sources. Public, private, and private non-profit corporations or organizations applying for or receiving federal, state or local aid in order to provide or contract for public transportation services or transportation to the general public and specific clientele groups in rural counties, shall coordinate and integrate funding and resulting services, to the maximum extent possible, with services coordinators in said counties in accordance with this article. No rural county shall qualify for aid or assistance authorized pursuant to this article unless said county shall first appoint a services coordinator. An individual, agency or corporation may be designated a services coordinator by the county executive, if any, or the county legislative body in a rural county in accordance with rules promulgated by the commissioner which rules shall establish criteria for selecting and terminating coordinators. A rural county may terminate the services of a services coordinator at any time following established county procedures for same and may change its designation of a services coordinator at any time in accordance with this article. A rural county’s designated services coordinator may request, from public and private agencies receiving federal, state or local aid in that county, information or data related to transportation services, facilities, equipment, usage, costs, revenues and funds as he or she may deem necessary for the preparation, revision, updating and implementation of the county’s coordinated public transportation service plan. The extent to which such information is provided by agencies wishing to participate in the program may be considered by the department in the awarding of grants.
