N.Y. Social Services Law Section 408
Custodian of funds


The department of taxation and finance is hereby authorized to accept and receive on behalf of the state any and all grants or allotments of money made available to the state by or pursuant to the federal social security act for such child welfare services. All moneys so accepted and received shall be deposited by the department of taxation and finance to the credit of a special fund for use exclusively for the purposes for which such grants or allotments were made. The department shall certify to the comptroller all expenditures to be made from such special fund for payment of the part of the cost of district, county or other local child welfare services and for developing state services for the encouragement and assistance of adequate methods of community child welfare organization. Such expenditures may be made for personal service and for administrative and other costs of operation.
