State lands

Nothing herein contained shall affect any assessment upon lands owned by the state nor be deemed to repeal or modify any of the provisions of Public Lands Law § 21 (Conveyance of strips of abandoned canal lands and Onondaga salt springs reservation land)section twenty-one of the public lands law.
