Authorization of programs

1.

The department is hereby authorized to contract, within amounts appropriated, for the provision of rape crisis intervention and prevention programs as provided herein. Rules, regulations and guidelines as shall be necessary or appropriate to assure successful implementation of this program shall be promulgated by the department.

2.

Nothing contained in this section shall prohibit a program, with the approval of the department, from subcontracting for, or otherwise ensuring that the required services are available.
