Certain cities

1.

In cities having a population of less than one hundred seventy-five thousand, the mayor may appoint, and at his pleasure remove five resident and practicing physicians of the city who shall act as an advisory board to the mayor or commissioner of health or health officer upon matters pertaining to public health whenever requested by such mayor, commissioner, or health officer.

2.

The members of such advisory board shall serve without compensation.
