N.Y. Public Authorities Law Section 2051
Legislative findings


It is hereby found, determined and declared that the construction and operation of a sports center at a suitable location within the county of Broome, to be determined by the local legislative body of Broome county, which sports center shall provide adequate facilities for such amateur, professional and scholastic sports events as the authority shall deem advisable; for the conduct of meetings, exhibitions and other events of civic, community and general public interest essential to the health, welfare and prosperity of the people of the county of Broome; that the erection and maintenance of a sports center is essential to maintain the competitive position of the county of Broome in the field of sports and exhibition in relation to other counties within the state of New York and other municipalities outside the state of New York; that the location of such a sports center within the county of Broome, to be determined by the local legislative body of such county and the creation and maintenance of adequate traffic, parking, transportation and other facilities incidental and useful in the operation of a sports center is part of an overall community rehabilitation and improvement project and are in all respects beneficial to the people of the state of New York, and more particularly for the people of the county of Broome, for the improvement of their health, welfare, recreation and prosperity, for the promotion of competitive sports for youth and the prevention of juvenile delinquency; and that such purposes are public purposes which cannot be adequately attained except by the exercise of the powers of government, and that the authority is and will be performing an essential governmental function in the exercise of the powers conferred upon it by this title. * NB Authority dissolved September 1, 1977
