N.Y. Private Housing Finance Law Section 1055
Rules and regulations

The corporation may provide, by regulation, for the administration of the rural area revitalization program. Such regulations may contain any provisions, not inconsistent with this article as may be necessary or appropriate to carry out the policy and intent of this article.
