N.Y. General Municipal Law Section 696-E
Charges

A municipality, or an agency, making a loan or grant pursuant to this article, may require the payment of charges by an owner in consideration for the financing, regulation, supervision and audit of such loan, or for regulation, supervision and audit of such grant. Such charges shall be paid into the treasury of the municipality requiring the charges and shall be paid and deposited in the general fund of any such municipality.
