N.Y. General Municipal Law Section 696-B
Condemnation


Notwithstanding any inconsistent provision of any general, special or local law, a municipality shall be authorized to exercise its power of eminent domain pursuant to the eminent domain procedure law for the purpose of condemning any interest of a third party in real property which may continue subsequent to the vesting of title of real property in the municipality pursuant to a foreclosure of a tax lien, whether or not title to such real property remains with the municipality at the time of the commencement of any proceeding brought pursuant to such law.
