N.Y. General Business Law Section 775
Applicability

This article shall not exempt any contractor subject to its provisions from complying with any local law with respect to the regulation of home improvement contractors, provided, however, that after the effective date of this article, no political subdivision may enact a local law inconsistent with the provisions of § 771 (Contract provisions)section seven hundred seventy-one of this article.
