N.Y. Environmental Conservation Law Section 71-1207
Rights of aggrieved individuals

The provisions of this title shall not affect, impair or in any manner restrict or limit the rights of any person seeking damages arising out of a violation of article 22 (Mining of Uranium)article twenty-two of this chapter.
