Reports. Each municipal civil service commission shall submit a report to the state civil service commission annually on or before the first day of March of the manner in which this chapter and the rules established thereunder have been and are administered, and the results of such administration under the jurisdiction of such municipal commission and shall from time to time submit to the state civil service commission such other reports as to such other matters as the commission may require. A copy of the roster of the classified civil service of such municipality shall be transmitted to the state civil service commission whenever it shall request the same, and shall be filed in the office of the state civil service commission as a public record.

Inspections. All examinations conducted by a municipal civil service commission shall be publicly announced and all rules governing such examinations shall be made public. All the proceedings and papers connected with such examinations or any of the functions or activities of such municipal commission shall be at all times subject to the inspection of the state civil service commission and its agents.
