N.Y. Civil Rights Law Section 101
Face coverings prohibited


1.

A law enforcement officer shall not wear any face covering that conceals, disguises, or obscures their facial identity while interacting with the public in the performance of their duties, except as authorized by this article.

2.

Any person who willfully violates this section shall for a first offense be guilty of a violation and each subsequent offense shall be guilty of a misdemeanor.
