N.Y. Transportation Law Section 245
Completion of unfinished business

Any business or other matter undertaken or commenced by the public service commission or the department of public service pertaining to or connected with the functions, powers, obligations and duties transferred pursuant to this article, and pending on the effective date thereof, may be conducted and completed by the commissioner in the same manner and under the same terms and conditions and with the same effect as if conducted and completed by the public service commission or the department of public service.
