N.Y. Transportation Law Section 215
Legislative findings

The legislature hereby finds and declares that the state has a responsibility to insure the safety of public transportation systems. Further, there exists a need for an independent, investigative and advisory body to examine the causes of accidents on public transportation systems and make recommendations in order to prevent the occurrences of accidents and promote the safety of the public. Therefore, this article establishes a public transportation safety board to provide this protection and insure the health and safety of the citizens of the state who use public transportation facilities.
