N.Y. Social Services Law Section 79
Plan for the homeless

The mayor of New York city shall submit to the legislature and the governor a copy of the revised and updated five-year plan for housing the homeless in New York city which is required under section 21-121 of the administrative code of the city of New York, no later than February fourteenth of each year.
