N.Y. Railroad Law Section 2
Definitions

As used in this chapter, unless the context otherwise requires:

(1)

“Commissioner of transportation”, “Commissioner” or “commission” means the state commissioner of transportation.

(2)

“Certificate of incorporation” and “bonds” have the meaning set forth in Business Corporation Law § 102 (Definitions)section one hundred two of the business corporation law.
