N.Y. Racing, Pari-Mutuel Wagering and Breeding Law Section 1109
Administration and management


The compact committee shall:

a.

annually elect, from its members, a chair, vice-chair and secretary/treasurer;

b.

adopt (and amend or rescind) by-laws for the conduct of its business, publish them in a convenient form, and file a copy of them (including any amendments) with the secretary of state, or its equivalent, of each party state; and

c.

delegate day-to-day management and administration of its duties, as needed, to an executive director and support staff, who shall all be considered governmental employees.
