N.Y. Highway Law Section 103
Temporary obstruction of highways


The necessary obstruction of a highway by the removal of buildings or other temporary obstruction shall only be allowed if a highway other than a state highway under a permit granted by the county superintendent upon the written request of the town superintendent, and if a state highway under a permit granted by the commissioner of transportation.
