N.Y. General Municipal Law Section 639
City of Buffalo urban renewal agency


An urban renewal agency, to be known as the city of Buffalo urban renewal agency, is hereby established for the accomplishment of any or all of the purposes specified in articles fifteen and fifteen-A of this chapter and in accordance with article eighteen of the constitution of the state of New York. It shall constitute a body corporate and politic, and be perpetual in duration and it shall be composed of the mayor of the city of Buffalo and eight other members, of whom one shall be the president of the common council of the city of Buffalo, one shall be the chairman of the urban renewal committee of the common council of the city of Buffalo, one shall be the minority leader of the common council of the city of Buffalo, one shall be the corporation counsel of the city of Buffalo, one shall be the commissioner of urban renewal of the city of Buffalo, one shall be the commissioner of administration and finance of the city of Buffalo and the remaining two shall be residents of the city of Buffalo appointed by the mayor, whose terms of office shall expire with that of the mayor. In the event there be no minority leader of the common council of the city of Buffalo, such vacancy on the city of Buffalo urban renewal agency shall be filled by appointment of the common council. It shall have the powers and duties now or hereafter conferred by article 15-A (Municipal Urban Renewal Agencies, Organization and Powers)article fifteen-A of this chapter upon municipal renewal agencies. It shall be organized in the manner prescribed by and be subject to the provisions of article 15-A (Municipal Urban Renewal Agencies, Organization and Powers)article fifteen-A of this chapter and the agency, its members, officers and employees and its operations and activities shall in all respects be governed by the provisions of such article.
