N.Y. General Business Law Section 89-KKK
Preemption


1.

The provisions of this article shall exclusively govern all armored car carriers notwithstanding the provisions of any other law to the contrary and further, no local law shall be enacted which shall attempt to regulate or require any fee or license for the licensure or registration of armored car carriers. Unless otherwise provided under this article, all such carriers are specifically exempt and excluded from the provisions of articles seven and seven-A of this chapter or any other law purporting to regulate, watch, guard or patrol agencies or security guard companies or agents and employees thereof.

The provisions of this article shall not apply to any subsidiary of an entity organized and operating pursuant to the federal “bank holding company act of 1956” (12 U.S.C.A.S. 1841 et seq.).
