N.Y. Environmental Conservation Law Section 71-1112
Enforcement of title eight of article fifteen

1.

The attorney general, on his own initiative or at the request of the commissioner, or the corporation counsel, at the request of the city of New York shall bring an action to restrain or enjoin any violation of any provision of title eight of article 15 (Water Resources)article fifteen of this chapter or any provision of any rule or regulation promulgated pursuant to such title. The commissioner shall furnish the attorney general or the corporation counsel with such material, evidentiary matter or proof as may be requested by either of them in connection with such action.

Notwithstanding the provisions of any other law, the venue of any action commenced or proceeding brought pursuant to this section may be in the county of Albany.
