N.Y. Environmental Conservation Law Section 38-0101
Declaration of policy

It is hereby declared to be the policy of the state to protect present and future New Yorkers from the dangers inherent in the depletion of the world’s ozone layer, by restricting the distribution and sale of chlorofluorocarbon compounds as specified herein.
