N.Y. Environmental Conservation Law Section 19-0105
Declaration of purpose

It is the purpose of this article to safeguard the air resources of the state from pollution by:

(1)

controlling or abating air pollution which shall exist when this artcle shall be enacted and (2) preventng new air pollution, under a program which shall be consistent with the declaration of policy above stated and in accordance with the provisions of this article.
