N.Y. County Law Section 104
Submission of proposition or question

Except as provided by the municipal home rule law, a proposition or question required by or pursuant to law to be approved by the qualified electors of the county shall be submitted in the manner provided by § 102 (Procedure on mandatory and permissive referendum)section one hundred two of this article.
