N.Y. Arts and Cultural Affairs Law Section 34.09
Penalty

Any person who violates the provisions of section 34.05 of this article shall be liable to the state for a civil penalty of up to five thousand dollars for a first violation, but not more than fifteen thousand dollars for subsequent violations.
