N.Y. Vehicle & Traffic Law Section 400
Application of this title

Except as otherwise expressly provided in this chapter, this title shall be exclusively controlling:

a.

Upon the registration, numbering and regulation of motor vehicles and motorcycles; and

b.

On their use of public highways.
